Unpacking Approved BEAD Volume 2s: Arkansas

NTIA recently approved the Initial Proposal Volume 2 for Arkansas. The ACLP compared the final version with the cured version released by the state in April 2024. A redlined comparison is not available because the two versions are wildly different in their formatting and thus do not lend themselves to such a comparison. After manually comparing the two drafts, the ACLP did not identify many significant changes. Indeed, only the following minor change was evident:

Low-Cost Option

The state clarified that its low-cost plan formula yields a “rate of $36.83,” which, “absent a waiver, will remain the standard low-cost option, unaffected, irrespective of the ACP’s renewal status.”
